Adoption

I have spent many years researching my gggrandfather Joseph Ledger who was born abt 1844 in Philadelphia USA. I have never found any records that relate to him, apart from ships passenger lists and his death in England in 1901.
My grandmother told me that Joseph fought in the American Civil War in the 27th Pennsylvania Regt but there are many Soldiers with the same name.
He apparently went to school and was brought up by a family called Holliger or Hollinger. My conclusion is that he was adopted by this family and cared for.
Where would I begin to search for his records within the American adoption system ?
I would be grateful for any advice.
