i'd recommend starting with the 1850 and 1860 census records for Pennsylvania (Philadelphia, if that is where he was born) and see if you can find your gg-grandfather enumerated with a Hollinger family and/or a Ledger family. Then you would know which Hollingers may have adopted him and a timeframe for when that may have occrred, as well as a location in Pennsylvania.
Then you could check with the orphan's court for whichever county in PA he was residing in.
