I have quite a bit of information on General Stephan A. Hurlbut that was collected in Charleston SC by a Hurlbut researcher. One short online biography is at http://www.tulane.edu/~latner/Hurlbut.html

Concerning his command in Memphis one account reports he was occupied primarily with guarding railroads. While he was there he seems to have felt he was sidetracked and offered his resignation, but General Grant would not accept it. He gets credit for helping plan a raid run by Col. Grierson through Mississippi enemy territory which was successful in damaging supply lines and gathering information. There was a Lincoln letter that the president did not understand why Hurlbut was acting as he was. A guess is that the reference was to impressment of private citizens in Memphis into the army. Grant had issued an order permitting the practice.

He ran into trouble with the loss of Fort Pillow. He had taken command of Negro troops and when the Fort was taken, there was a massacre of the soldiers. In the North there was much indignation and as a result he lost his command. Later he was given another command in New Orleans.
