Went looking for the Civil War info and found the 1860 census I had overlooked as well:

In 1860 Thomas and first wife Mary are in Randolph Twp of McLean Co. He is a blacksmith. Their children are Elizabeth 6, Clary 5, Jane 3, and a female infant 2/12.

Thomas L. served in Co E, 14th IL INF, enlisting 25 May 1861 from Leroy, IL (McLean Co) He received a medical discharge 8 May 1862 due to severe wounds. He enlisted as a private and was discharged as a corporal. His name is given as Tovera in these records.
Thomas L. served in Co H, 39th IL INF, enlisting 12 Jul 1862 from Bloomington, IL (McLean Co) He was mustered out 20 Jun 1865. His name is given as Tovera in these records.
Thomas L. Tovrea (this spelling in the records) applied for an invalid pension based on this service on 7 Aug 1890, app # 836.293, cert #911.828.

In 1870 Thomas and second wife Margaret are in Harp Twp of DeWitt Co, IL. He is a blacksmith. The children listed are: Mary 15, Clara D. 13, Emma 11, Ida M.[Henson] 9, Cora B. 3, and Ambrose B. 1.

If you search at genealogy.com for "Thomas Tovrea" there is some decent info on some of Thomas L.'s siblings posted by a woman named Gladys.
