It sounds like the record you have came from the file boxes at the courthouse in Vandalia. Probably in the Circuit Clerk's office, as that is usually where probate records are kept. If you haven't been to an Illinois courthouse, each record is in it's own "packet", then each small drawer is filled with packets in order of the filing. So the first records in the county would be in drawer one; when that drawer was full, drawer two would be used. "Pack 13" surely refers to packet 13, but could be drawer 13, as Fayette County was formed in 1821. There weren't many people living in that area in 1821! You can try writing the courthouse and ask them to check for the actual file and copy all papers to you. A tip: ask them to copy BOTH sides of the papers if there is any writing on the backside. A cousin from California once ordered a probate file from Macoupin County, IL. Our ancestor died intestate [no will on file] and had an inventory on file. The courthouse copied all the papers and we thought we had everything there was to find. Sometime later, I visited the courthouse and in checking out other family members, decided to double check all the files we already had. Lo and behold, in the file Joe had ordered, on the back of one of the papers, was a list of heirs! Faintly written in pencil and not noticed by the courthouse staff. What a great treasure! I would write to Fayette and ask them to check for this administration record and also a will. There probably wasn't one, or James H. Bailey would have appointed an executor and no one would have needed to file letters of administration to have an administrator appointed to handle his estate. Yes, you can assume that he has died very close to the date they are trying to get an administrator. Also, important! Ask them to check for a guardian being appointed for Jonathan D. Bailey. He would only have been about 2-3 years old and it was common to appoint guardians for children whose fathers died. The mother wasn't deemed capable of handling her own money and affairs, I guess. This would prove the Jonathan Bailey I found to be the son of James H. Bailey. See below........

I have never heard that there was a fire in the Fayette courthouse. The Handybook for Genealogists doesn't list a fire has having taken place, and states that their records go back to 1821.

I got interested in your search and did some hunting around. I believe I have found James Bailey's family, but you will want to try to prove with actual records.
James H. Bailey may have been quite young at the time of his death. From my research, he was married to LEDIA JONES [Lydia/Lidia/Lidie, etc.] 22 March 1838 in Guilford County, North Carolina.
She was a daughter of JARVIS JONES and probably PRISCILLA [MNU]. Jarvis Jones died in 1837 and left a will in Guilford County, NC, naming his wife Priscilla and 6 children: Nancy "Kimbro" [Kimbrough], Margaret [supposedly married William Gunter], Sarah Tanson, Rebecca, Lydia, and Charles P.

Several people have trees on the web with this family; Beware! There are many errors! They have Jarvis with more than one wife, to accomodate the fact that they have Rebecca and Lydia being born in the 1790's. They were actually born in 1815 and 1820. He may have had children born that early, but I found those two girls with Priscilla in 1850:

I believe Jonathan is the only surviving child of James H. Bailey and Lydia Jones. They would have only been married for four years at most. Tracked Lydia and Jonathan through the census and other records to make sure; the only census I could not find for them was the 1860. Lydia remarried to a Skinner and had a daughter Georgia ca 1864.

There was a note by the compiler of this death index that he had never heard of Widow Pattens Cemetery. You might want to research land records and census for Patten to see if you can find the Widow. It is possible that Lydia is buried with Rebecca, since she has already died at the time of Rebecca's death.
Georgia Skinner married Charles Aaron Davenport and was Jonathan D. Bailey's half sister.

I'm not sure if Georgia had Davenport children, or not. Charles A. Davenport died 27 May 1894 and is buried in Oakland Cemetery. Maybe you can get someone to do a lookup at the Randolph County site and find out if Georgia is buried with him. They have a housekeeper, so she may have had a serious illness. I couldn't find her in 1900, but she may have remarried.

Jonathan's age and birthplace changes at every census, which is often the case with those records:

I think 1839 Illinois should be correct; again, proof positive is needed. Possible his date of birth would be in the guardianship record, if one can be found.

Still married, just working. She was born in 1850, so was 32 years younger than her husband.] I copied all of this, and will send if you need it; I wasn't sure and fingers are getting tired :-)
