Vandalia - Was St. Louis Ave. formerly South St.?

After looking at the 1930 US Census entries for some of my ancestors (Isbell's and Harner's) I believe today's St. Louis Ave. in Vandalia was then known as South St.

Can anyone confirm this or perhaps offer the story behind the subsequent name change?
