Brown family of Centralia IL abt 1870

My Great Grandfather, Edward Lawrence Brown, was born in Centralia IL. 27 Oct 1869 is the date was have listed for him. Can someone tell me who to contact in that area to search his birth record? We have absolutely no info on his parents - and that is who I'm after. Family stories say that his father was named Sam and came from North Carolina and may have even changed his name from McBrown (or a variation thereof) to Brown. We don't know how long the family stayed in IL after he was born. We do know that Edward L. Brown was in Missouri in 1900 and ended up in Qulin, Missouri where my Grandpa was born and then moved to Poplar Bluff area where he lived out his life.
