I think you are probably referring to the Illinos State Soilders and Sailers home (ISSCS). Those records are now with the Midwest Adoption Center 3158 Des Plaines River Rd, Suite 120, Des Plaines, IL 60018.
Phone is 847-298-9096. This info is from the Circuit Clerk's website. There is one ohter remote possiblility.
McLean County IL was the western placement office for the NY Juvenile Asylum. (Orphan Trains). This had pretty much slowed by then, but she may have been indentured to someone if associated with this movement. A google search of orphan trains may help. Or you may e-mail me with your relatives name. I have a book that details many Illinois Orphan Train children.
