FYI: The info you posted (which was great to see as a volunteer) actually came from the 1900 Federal Census.
THere is no Federal 1890 census for the most part, and what is more popular for 1890 is the Veteran's Schedule which only names Veteran's or their widow..all of which I sure you already know..

I spent quite a while on census and other items and I cannot with any surety say I found your George as a child on census.

online info on Jumbo McGinnis shows me "George Washington "Jumbo" McGinnis (February 2, 1854 in Alton, Missouri - May 18, 1934 in St. Louis, Missouri), Alton MO is in Oregon County, MO As you are probably aware, this is also a West Alton in St. Charles Co, which is nearer to St. Louis...
