Thought I would try to see if I could come up with anything on your mystery man:

Per the World War I draft, Francis G. Hoffman was born 28 January 1896 [messsage has 29 January 1897]. It is really important to proof your message before posting, so that a volunteer has the correct dates, but it's okay, as I found him anyway :-) Here is what I found:

The 1910 family matches the 1900 family in St. Louis, but the census taker made an error and made your Francis a girl! No wonder you couldn't find him!

1920 you already have; Francis' birthplace and those of his parents match the 1910 and 1900. Francis has been married to Hazel Gully for about 4 years; if you order a copy of their marriage license, his parents should be listed on it, in case you want proof.

Regarding Francis G. Hoffman, I'm thinking he died not too long after the 1930 census. He isn't in the Social Security Death Index, which begins [I think] in the early 1960's. There are many Francis Hoffman/Frank Hoffman in the Texas Death Index, but the age is not given and you would have to explore them all one by one; very expensive if you had to order death certificates for them. You could try hiring a professional searcher in Dallas County to see what they might come up with. Sorry I couldn't help more with him. I know this is a lot to send all at once, so let me know if anything is unclear.
