Randolph County Northwest Territorial History, Illinois from Statehood

Where is the best repository, or the one most accessible from Southern Illinois, of the records, the names of delegates, legislators, members of first General Assemblies of the Northwest Territory, Indiana Territory, and early State of Illinois history?

I am particularly interested in William M. Alexander, who appeared in the 1810 census from Kaskaskia, living in a household with apparently a family.

In subsequent years, he founded the town of America, in present day Alexander County, his namesake.

There are letters quoted between Wm M. Alexander and those of certain backers of the town in relation to the founding of America, which must of necessity have had some approvals, petitions, or other mannor of official recognition. When the town of America failed due to lack of deep water docking for boats, Alexander is said to have removed to Kaskaskia where he was a member of the third General Assembly for the state of Illinois.

Perrin, in his History of Alexander, Union and Pulaski County says of Alexander that when the Capital of Illinois was moved from Kaskaskia to Vandalia, he 'went south and died.'

It would seem that only a thorough tracking through the historical records of that time might offer a clue to
Alexander's origins.

Please, can someone tell me where can I find such records? Are they available on inter-library loan, or only accessible within that library?
