You are correct. This is not a complete index of every name in the 1884 three-county volume. Some indexes (indices) I've seen are simply an index of the primary subjects of the biographical sketches. I've gone two levels better. First, I read each sketch to identify the subject (sometimes it was titled with just his initials), his birth year, his birth state or country, his parents, his spouses, his military service, his honorifics or titles, his township and his county. Second, I saw that some sketches skipped basic family details, concentrating on the individual's religious, commercial or political accomplishments rather than his genealogy. Especially in the cases of sketches for deceased individuals, I noted that a few even skipped mention of earlier marriages, parents' names, etc. which were forgotten (or avoided?) by the next generation. I did an internet search for missing information including an index of the 1880 census which I added to my index inside {curly braces} for my guesses or [square brackets] for other sources such as from GEDCOMs or censuses, even though not proven. Yes, I could have added much more, the subject's complete birth date, grandparents, some great-grandparents, siblings, children, various residences, but that would have taken much more time than the year (2005-2006) I took to compile my index.
