Question for the records experts

Hi!

I have a question for you record experts. I have been searching for a death record for my 2nd gr grandfather James Allen McCarty. I have an obituary for him from the Browning list collected by the Evansville Public Library. It shows that he died October 21, 1925, that he died in the home of Mrs. L. L. Jeffery (my Aunt Dora), 316 Olive Street in Evansville, that he had 7 living daughters, and that he was buried in Jasper, IN.

I first tried the Vanderburgh County Health Department. I struck out there. I just recently tried the state of Indiana and struck out there. My next hunch is to go to Dubois County where the burial took place. However, if the state doesn't have a record in its files and the death took place in 1925, how likely is it that Dubois would have a record? 1925 is not a particularly early date so this whole situation has me stumped. Is it really possible that someone could have died in a major city in Indiana in 1925 and had no death certificate filed? Thanks for any help!
