Couple of options here...records could have been misfiled or the name could have been indexed incorrectly or misspelled. Also possibly listed under James, Allen, J., J.A., etc. Death certificates were generally issued in the county where the death occurred rather than where the burial actually took place.

It is unlikely that a death certificate was not issued since the state began keeping records in the 1800's. You might try looking for funeral home records which might give a hint of what the records problem could be. Might also check with a Vanderburgh Historical Society.
