I have a certificate of marriage for an uncle - Walter G Francis and Edna Bond - on 10 July 1919 in Crown Point, Lake County but cannot read the name of the Justice of the Peace that married them.

It looks like Howard H. Kem?? J. P.

I am wondering if anyone might have access to the names of JPs and know who this might be?
