I can give you some information. Welcome's obituary doesn't mention his parents, but I do know that he died March 29, 1924 and is buried in East Maplewood Cemetery in Anderson. His wife Melinda died Dec. 25, 1925 and is buried in a cemetery in Huntington, Ind.
Welcome should have a death record at the Madison County Board of Health. If there was someone who knew the names of his parents then, it should be on his death certificate, along with his birthdate.
