The cenusus records for 1930, 1910, and 1900, indicate Arthur Raymond was the son of Madison and Maggie Rich, His 1917/18 draft card gives his birthdate as Nov 23 1897, living in Madison County Ind., wife Cecil. In 1910 he was living in Madison County ,Elwood, there are two Cecil's listed on that census in Elwood, which might be his wife, Cecil Heaton age 10, and Cecil Wilson age 12, since the first child was named Woodrow, it would fit with Wilson nicely??

Cecil I. Rich b Apr 15 1899 ,d Jan 1996 Elwood Madison Co. Ind, her ss# 303-07-3316, in case you want to get her papers, and see her family name.
Woodrow Rich b Jan 20 1919, d Sep 1982 Marion Co. Ind. Indianapolis.
