If you think that Webster was of Red Deer before 1905, the jurisdiction would be the Northwest Territories. My distant relative Rufus BELT was murdered in 1902 in the Red Deer area, Sec. 32 SW, Twp. 38-23, on the Red Deer River where Haynes Creek entered. You can find Haynes on a current map east of the town of Red Deer and northeast of Calgary. There were many homesteaders from both US & other parts of Canada around the turn of the century.(Eventually, the Mounties got their man, partly because he showed off the stolen $50 bill that Rufus BELT had been saving to bring his family from Iowa.)
