Issa is arabic for Jesus so its definitely a middle eastern name. You can find this name as a first name or last name in Lebanon, Syria, Jordan and other arabic countries. Im from Baaloul, Lebanon. This village is in the Bekaa valley on the central region. I know of people with the same last name in other regions in Lebanon and Syria.
