From that birth date, the following is a "possible" match as his father:
James Jiles, b 7 Aug 1888; d May 1970; last residence Surrency, Appling Co, GA; SS card issued in GA.
And maybe this is brother of James:
William Jiles, b 23 jan 1898; d Apr 1970; last residence Carrollton, Carroll Co, GA.
I would look for James on the 1920 census when Julian would be about 3 yrs old.This will give you first name of wife of James.
You can obtain a copy of the death certificate for Julian which should show the names of his parents, including his mother's maiden name.And, you can get a copy of his application for Social Security, which he filled out himself, and it should have his parents names, too.
You can do the same with James, and go back another generation with info from his death certificate, and Soc Sec application.
