This is pretty faint, but . . .
The Social Security Administration will forward a letter to someone if it is of urgency, you are not asking for money, and you know his SSN. It looks like you qualify on the first two, but the third would be tough. If you or your mother happen to have it, look at

has some Alberts and some Alvins, none in Arizona.

has some too, but again, none in Arizona.

Most of the Kerstetters seem to have come from Pennsylvania.
