Rosa E Castator/Kerstaetter

My great Grandmother was Rosa E Zimmerman, married to Oscar Early Castator(1862 - 1946). My mother told me of a story about Rosa I am hoping to get some information about. Rosa was supposedly Indian and Zimmerman was not her last name. The government gave her that name because she was Indian.

My mom did not believe this was true because my grandfather did not look as if he was half Indian. Also, was this a common practice for the government to change last names of Indians? Any info on her parents would be helpull also.
