Alice,
The strange thing is that I cannot find a Harriet Rowbotham near the right age (all spellings)anywhere in the Midlands area which includes Staffordshire,Cheshire Shropshire etc in the 1881 census. Of course the transcription is not infallible on the CDs. You are sure that Stephen married a Harriet Rowbotham and that Harriet wasn't his mother's name?
I found the following

       Dwelling:       Chapel St No 30
       Census Place:       Wolstanton, Stafford, England
Source:       FHL Film 1341649 PRO Ref RG11 Piece 2707 Folio 72 Page 37
       Marr       Age       Sex       Birthplace
Harriett KNAPPER       W       60        F       Stoke On Trent, Stafford, England
       Rel:       Head
       Occ:       Annuitant
John KNAPPER       U       27        M       Goldenhill, Stafford, England
       Rel:       Son
       Occ:       Coal Miner
James KNAPPER       U       25        M       Goldenhill, Stafford, England
       Rel:       Son
       Occ:       Coal Miner
Stephen KNAPPER       U       22        M       Kidsgrove, Stafford, England
       Rel:       Son
       Occ:       Coal Miner
Mark KNAPPER       U       22        M       Kidsgrove, Stafford, England
       Rel:       Son
       Occ:       Coal Miner
This Stephen was born in Kidsgrove but his mother's name was Harriet and she was a widow.

Just a thought.
Leon Knapper
