Alice,

I can find only one Steven in the whole of the 1881 census that comes anywhere near a birthdate of 1870. The christian name is spelt Stephen. Stephen was the son of Samuel Knapper a widower. He was 16 at the time of the 1881 census and was born in Kidsgrove as were the rest of the family daughter Jane and sons John E and Samuel Knapper. Samuel senior was a coal miner, John E Knapper was a miner of iron and Stephen was a labourer
At the time of the census the family was living at 76 Long Row       Wolstanton,Stoke on Trent Stafford.
