I looked up his SSN for you 082-09-6345, he applied for it in New York State, so he may not be related to the earlier Texas Knippa's. Otto and Louise Pauline had a daughter born Nov 29, 1936 in Aransas County, name Delia Knippa, second daughter born June 9, 1944 in Victoria County, Tx. I think rootsweb has a site for downloading a form letter with the address on it for ordering an SSA copy. If not them, U.S. Gov had plenty of websites, just use the word "genealogy" when you do a search to get address. I hope this helps.
