In addition to my last piece of information i would like to add that Richard von Kuhlmann was infact German foreign minister for 10 months during WW1 who led the delegation that concluded the traty of Brest-Litovsk with Russia( March 1918 )and the treaty of Bucharestwith Romania ( May 1918 )
