I suggest trying to get Elizabeth's obituary. It might tell you more including who her siblings were. Once you know who the siblings were it might help you find the right family in the census records. Another approach would be to get the death certificates of the siblings. Hopefully their death certificates have who the mother was.

The 1880 census shows a John Fenton, born in Ireland and living in Pittsburgh with a daughter Elizabeth born ca 1866 but in Pennsylvania. It also shows a sister Ellen born ca 1874. Notice in the 1900 census listing for James and Elizabeth is the family of Michael Fanning and wife Nellie living next door. She too was born in Kentucky and her parents were born in Ireland. It might be a big coincidence or it may be her sister. Nellie Fanning appears in the census as Ellen in 1910 and in San Francisco, CA in 1930.

Why Elizabeth and Nellie say they were born in Kentucky is puzzling. It could be they were and then the family moved to Pittsburgh.
