Yes, Yankee soldiers did occupy part of Catahoula Parish during the Civil War. I don't have the exact details at my fingertips (I'm currently deployed in Kuwait) but if I remember correctly they conducted a small campaign in Catahoula, primarily in the area between Trinity /Troyville (now Jonesville) and Harrisonburg. There was quite a bit of gunboat activity on the Ouachita and Black Rivers, too. Two sources I can call to mind right away are the book by Winters(?) on Louisiana in the Civil War (I'm reasonably sure that's the title) and there are some articles in either the first or second volume of "Jonesville Through the Mirror of Time", a three-volume set of history, reminiscences, and stories compiled in the mid to late 1970s by a number of ladies from the area.
