I tried....

The only St. Timothy's College /Saint Timothy's I found was located in Baltimore.

But this was a boarding school for girls founded in 1882

Maybe a Historal Society there would know more about this.

It's not uncommon to find a name like Simmons or Simmonds showing up on census as Simon/Simons. And this too would make sense to find him born LA but residing in Baltimore if he went to St. Timothy's.

Now also I found a fellow named "Simon Hermenn" who served in the Confederate Army from Louisianna.

I also found a Herman Simpson who served from MD but he died during service.

I don't find any Herman who served from MD who could be the one your looking for. I'm wondering...could it be that he either sold out his "duty" to another and never was an active participant OR could he have been "bought" and served in place of another???
