I think you are dealing illiteracy, and neither him or her knew their ages or where they were born. Where they had lived is more likely the issue given for births...
1870*all of them born in Georgia (Eliza (Elza) and children)

Where is John Payne (Paine) residing in 1850, 1860 and 1870 census.I may be able to come up with the father.I think the father of samuel c. died in Jefferson Co., KY, shortley after they arrived there, that why the county was taking care of widow and children.
The name Ellis, is coming from the KY Lancaster's
