Without more information about "Oliver", who most likely was Olof or Olaus in Sweden, it is impossible to trace his emigration from Sweden. Olof/Olaus Larsson is an extremely common name in Sweden. Oliver does not exist as a name or at least, not in those days.

When was he born? (Probably a specific birthdate is needed or at least a month/year of birth.) When did he leave Sweden, within a year or two or three. What town or towns are in the counties you mentioned?

If he left with others, it might be easier to find him assuming you also have specific details on the others.

There are some ways to find the origins using various Swedish databases but the problem is to separate your "Oliver" from many thousands of people in Sweden with the same name living about the same time and leaving Sweden about the same time.

Many have found the origins of their Swedish ancestors in Sweden by using the Swenson Swedish Immigration Research Center. They have a website but their extensive collection of records is NOT online.
