Parents of Arthur Garrett

Am seeking the parents and family of Arthur Garrett born Paddington 5 February 1869. As a boy Arthur, on 18 November 1873 was admittted to the Ashford School directly from Paddington Workhouse. At the age of 6 years (PABG 116/1) he was stated to be chargeable to Paddington. His religion was Church of England and there were other children in the family who were not named. In the remarks column of the register it says "Mother in prison". The next entry for Arthur in the register shows his discharge from the West London School to the training ship Exmouth, along with other boys, on 4 January 1881. Here the remarks column has "Mother in prison, supposed to have gone". The Board of Guardians' Register of children chareable to Paddington (PABG 116/1)shows that Arthur Garrett was at West London School District at Ashford in Middlesex for four years (5 Jan 1881 - 4 Dec 1884) before going to the training ship Exmouth. My query is: How can I find his mother's name and the names of "other children in the family" who were not named? I would also like to find his father's details. Any other details are most welcome. Can anyone please help!
