Hi Melissa, I can get to Smithville (where the municiple office is) cause I'm only about 30 miles from there, but when I did attempt to get to the cemetery and was stopped, we phoned the municiple office and they said that there wasnt really to much we could do. They had sent him letters stating that he couldnt stop anybody, but because you have to go across his property to get there, he says no. Dont know what else to do. If I can be of any assistance on getting you info from the Welland or Dunnville libraries, let me know

Debbi
