I found the same birth in Newbury, after I made the post. I believe that he was born in Newbury, as you said, not Rowley. I was not aware of the Peter being baptized in Haverhill. It is possible the family moved to Haverhill because he is mentioned as being probably from Haverhill in Ester Clark Wright's "Planters and Pioneers of Nova Scotia 1748-1775". Peter and his family moved to Maugerville New Brunswick, according to the book.
