I found Walter G. Phippen in the census for Salem in 1910 and 1920, but in each of those years there were three Arthur Phippens living in Salem, none of whom had a middle initial N.

I checked the vital records, and found that Walter G. Phippen was born 1876 to Arthur H. Phippen and Mary Chamberlain. Arthur and Mary had been married in 1873. Mary died in 1879 and Arthur married again in 1881 to Elizabeth Sanborn. Arthur and second wife Mary had a son Arthur H. born in 1887. Is the Arthur you're looking for Arthur H. Sr or Jr?

The third Arthur I found on the census was born 1896 to Charles and Mary Phippen.
