Just a suggestion: order the SS applications and order a copy of the marriage license and compare the signatures. You may be able to match them well enough to know if you have the right person. I just finished a book on a Madsen Famiy that came from Denmark and settled in South Dakota, however, there was no Arthur in the families covered. If the signatures match, then you will at least have his parent's names from the SS application and his exact date and place of birth, which will help you immensely in matching him to his public records.
