William James Manners c1869 Greenwich

I am trying to locate my grandfather's birth details. His marriage certificate and census searches from 1891 on wards show him as being born c1869 at Greenwich and that his father's name was Thomas. He married Sarah Elizabeth Manners in 1890 and they had 9 children. He died 1934.
I cannot locate his birth details in registry records, nor can I locate him in 1871 or 1881 census records.
Family folklore says he may have been born Hull not Greenwich, and jumped ship as a boy sailor at Greenwich!!
Would appreciate any help
