Karen: if it's any help, there is record of a marriage for JAMES M MANNERS to JOSEPHINE DURHAM in smith county TN on 13 jul 1871. if these are your people, you ought to be able to get a copy of the license from smith co.
also, there is a record for an IRA MANNERS, but it's to BETTIE J RAY (smith co, 1 nov 1888). this would make your IRA awfully young for a first marriage, but you never know...
