Was William's age given on the marriage certificate? Chances are that he is on the 1901 Census but a search of William Mansell came up with 262 hits so the field needs to be narrowed down a bit.
The only William I could find in 1901 with connections with the sea was a mariner born in Germany and aged 54 so he sounds a bit too old.
Were there any Mansells given as witnesses on the wedding certificate?
My own Mansells came from Shrewsbury in Shropshire (earlier from Wellington just to the north) I have come across a Mansell family in Liverpool.
William Mansell [b.c. 1821, Wellington] Bricklayer in 1861C m. Mary ? [b.c. 1816, Liverpool]. Living at 9 Chapel Walks, Liverpool St.Matthew's (Scotland Road) in 1861C <2651-121-2>
Children:
William Mansell [b.c. 1844, Liverpool] Bricklayer living with parents in 1861C
Mary Mansell [b.c. 1854, Liverpool]
Hannah Mansell [b.c. 1856, Liverpool]
Again it doesn't look like the age of the son William would fit with your fisherman.
