Hi Amy:
I know no particular reason why Canada saw so many Roumanian immigrants. Often Jews fleeing Europe took whatever boat they could get passage on first -- some going to Halifax or Montreal, some to New York or other US ports. Sometimes ships en route to New York stopped first at Halifax or other ports and immigrants left the ship by mistake.
