Sorry it took so long to respond but I was trying to think of how to proceed.
You said that Richard W. Matlack was born in or about 1941 and that his father was said to have died around 1940.
The New Jersey Archives has microfilm of death records up until 1940.They may have the death record of the father but you or someone for you will have to look for it.
You said Robert F. Matlack was born in 1936.The archives have marriage records up to 1940.Starting in 1903 marriage records were filed alphabetically by groom.It would not take very long to search several years for the marriage William R. Matlack and Margaret.This record would have the ages or the parties and the names of the parents.With this information you could look for birth records of William and Margaret.You could also look up records for the parents.
The archives also has microfilm of wills up until 1952 from all counties.You could look for a probate record.You may find something about minor children.
In 1940 New Jersey changed its adoption laws which sealed adoption records.If Richard W. Matlack was adopted it may be almost impossible to find any records.
I searched the Social Security Death index for the brothers of Richard.I found an Arthur W. Matlack, born May 5, 1931, died April 1981, last residence Toms River.I also found several records for a Margaret Matlack but you would need the birth date of the mother to narrow the search.
