John Ma[u]wdsley- educator. help?

I'm operating from very very obscured family lore here so please forgive a lack of useful details. Passed through an oral tradition I find that I have a line to John Mawdsley, who my Grandmother (now deceased) claimed 'introduced free education to England' and 'built the Sankey (9 arches) viaduct.

Very big claims and not unusual for my grandmother! I've scratched the surface on research and found nothing. Do any of you good people know of whom I speak?

We may be looking at a MaWdsley or MaUdsley- even that basic data is lost to history.
