1830-1850 Sevier, Monroe, Blount, Rhea Co., TN

My great great grandmother was Malinda Mcleary. She married David P. Caldwell 04 Aug 1838 in Monroe Co. TN.
David P. Caldwell's mother Martha Ann Patton is the first cousin once removed of the Samuel Kelsey/Kelsay who married Mary McCleary 24 Dec 1827 in Washington Co. TN.
My question regards Joseph McCleary/McClary.
There were two Joseph McCleary/McClary's on the 1830 census for TN?

Sevier Co. TN 1830
2 male 5-10; 1 male 15-20; 1 male 40-50; 1 female 10-15; 1 female 15-20; 1 female 40-50.

Monroe Co. TN 1830
1 male 15-20; 1 male 20-30; 1 male 50-60; 2 females 5-10; 2 females 10-15; 1 female 20-30.

Does anyone have any idea who the second Joseph McCleary might be. I have always felt Malinda and Mary McCleary were related, but now it seems likely that the second Joseph is the father of Malinda. David P. Caldwell was on the 1850 Hamilton Co. TN census. Most of this Caldwell family were from Blount and Rhea Co. TN. There was a Robert McCleary on the 1850 Blount Co. census age 72 b. VA wife Elizabeth age 79 b. VA. The second Joseph is not on the 1850 census, but the first one is listed in Sevier Co. TN age 69 b. VA wife Rachel age 68. With the close proximity of these families it is very possible that they are related.
