Yes Dan, they are one & the same.

Daily Times obituary 11/6/2003 mentions:
Ruth Delores Tustin born Peterson, MN; daughter of Ernest & Anna Johnson. Survived by husband Richard Tustin, son & DIL John & Betty Tustin of Berlin, son & DIL Rick & Sara Tustin of Huntley IL, daughter Susan Tustin of Catonsville MD, 4 grandchildren: Kenneth, Virginia & Brian Tustin and Jenny Bradsted, sister Adele Davidson of Rockledge FL, sister & BIL Doris &George Aldous of Brainerd MN, sister in law Lila Johnson of Forest Lake MN; Preceded in death by brother Ernset "Bud" Johnson.

Her husband died in 2005.
