I noticed the town of Bratton-Clovelly in your post.

I have an ancestor, Thomas MATTERS (Metters or Metter) christened 5 Jan 1794 at Ashwater, Devonshire. He married Grace EXWORTHY, born abt 1798 at Bratton-Clovelly, Devonshire.

Have you run across any of these folks in your Metters research?
