1918 Detroit/Highland Park birth record

Is there a way to find if there is an existing birth record from 1918? My mother always said she was born in Chelsea, Massachusetts (before the family moved to Michigan), but no one has ever been able to find a record of her birth. I was wondering if this was an error--perhaps she was actually born in Michigan. The family lived in Detroit and Highland Park. It appears my grandfather was already in Detroit in September 1918 from his WWI military registration. She was born in December 1918---maybe she was actually born in Michigan. The record I am seeking is for NURITSA (LILLY) BALABANIAN, born DECEMBER 11, 1918. Her parents were Garabed "Charles" Balabanian and Azniv Nazarian. I'd appreciate any help with this.
