Abstractions of Miskimmins Transactions in Washington Co., MD

Liber S, folio 1024: 11 Feb 1808,
William Miskimens of (Tuscorovey) Tuscarora Co., OH, [county must be Tuscarawas]
paid 80 dollars for personal effects to Casper Shaffner
in the presence of H. Shryock (father in law).

What does this transaction abstract mean?
Does it mean H.Shryock is father in law of Casper Shaffner?
Or does it mean H.Shryock is father in law of William Miskimens?

Who are H.Shryock, William Miskimens, and Casper Shaffner who are involved in the sale and purchase of personal items as listed in the transaction abstract?

A Henry Shryock is known to be father in law of a William Miskimens. William married Anna Barbara Shryock daughter of Henry and Catherine (Soloday) Shryock in 1805. (This does not guarantee that the above mentioned William is the same William, or that H.Shryock is the same Henry Shryock.)

Supposedly a Catherine Shryock born 1779, daughter of Christian Shryock, married a Caspar Schaffner in 1797 in MD. Again, there is no guarantee the above mentioned Casper Shaffner is the same Caspar Schaffner who married Catherine Shryock, but the coincidence of names creates a great confusion.

Any ideas for a translation of the abstract?
