Murray Researchers in Cole County

I've been looking for the family of the following two individuals for the past four years. Between 1890 and 1900, a brother and sister, Robert and Clara, were adopted as youngsters by Mr. and Mrs. Wilhelm Voigt from an orphanage in Council Bluffs, Iowa. In a conversation with Clara's daughter, the family story is that Robert and Clara were the children of Thomas Murray and Fannie (last name unknown). Thomas was a railroad engineer and was killed in a rail accident. Fannie remarried and subsequently died in childbirth. This is when the children were placed in an orphanage and adopted by the Voigts. Until recently, all the information I had indicated that they were from Clay County, Missouri. However, on Robert's World War I draft registration, he stated his place of birth as Jefferson City, Missouri. (possibly may explain why my search in Clay Co. has been unsuccessful) Robert was born 31 Dec 1887 and Clara was born 16 Sep 1890. I have no information that the given names were ever changed. If anyone has Thomas and Fannie Murray in their data, or knows more of this story, I'd appreciate the info.
