Marriage look-up Blakely-McKee

I am hoping to obtain a copy of the marriage certificate for my gggrandparents. The groom's name was Joel Blakely and the bride was Elizabeth McKay/McKee.

They were married on 15 Oct 1840 by Justice of the Peace Tilman A Todd.

Can someone please tell me where to write to obtain this document? I tried writing the Cole Co Clerk and so far, have not received a response of any kind.
