To my knowledge there is no town named Kelly in Cooper County. Today, the only incorporated municipality named Kelly in Missouri is "Kelly Township, Carter County, MO." I believe Van Buren is the County seat, but I am not sure. Carter County is south of existing Cooper County and could possibly have been a part of it early on, but that would have to be checked out.
